"And that's exactly why we need to pull the trigger on this now, so the next time a shit-storm comes rollin' our way, we can do something about it. It's been on the sidelines for a hell of a long time because of the funding issues, the PR, and all of that bullshit. This could've saved lives. We lost good men because we're pussy-footing around here. As far as I'm concerned, it's long overdue." North didn't seem like he would budge. He stacked a chunk of paperwork together on his desk and then shoved it aside. "No more if's, and's, or but's. I want it done. Forward it to the Senate, and CC the Commander's Office. Today."
Reluctantly, the advisor did as he was told. That same day, a formal motion to reallocate a significant chunk of federal military funding to the expedited development of a new R&D project was sent through the proper channels for approval. Over the next few days, it was passed grudgingly by the Demarchy (only sliding through by North's insistence) and passed without much trouble from the Senate. It would only appear on publically-visible Demarchy itineraries as "update to current military funding budget" and therefore would attract very, very little media attention. They didn't want anyone to suspect that they might be working on something big.
